    Dr. Noel Fabri is a Senior Consultant with The Energy Contract Company and an international energy professional with substantial business development, commercial and legal experience gained in more than 20 countries in Australia, Asia, North Africa and the Middle East. Noel has an established record in strategic direction, pursuing and capturing opportunities, negotiating complex deals with Governments and IOCs and license and transaction management. Recent experience with BHP Billiton Limited includes:

    • Providing executive consultancy services (Managing Director and Chief Executive Officer) to KIPC Middle East Limited, a public company re-domiciled and registered with the Dubai International Financial Centre, UAE with aspirations to building a portfolio of opportunities in North Africa and the Middle East.
    • Working as Project Leader for Business Development, based in London. Noel led the identification, planning and evaluation, pursuit and capture of opportunities with the potential to develop into a new core area for BHP Billiton Petroleum, with initial focus on Iran & Iraq (all opportunities); Libya (upstream development and rehabilitation); and other North African and the Middle Eastern countries on an opportunistic basis. Key projects have included Iraq (rehabilitation and development projects, with potential production in excess of 1 billion barrels equivalent); and the IPI Integrated Energy Project (a multi-billion dollar investment involving the commercialisation and export of more than 3Bcf/d of Iranian natural gas to Pakistan and India).
    • Commercial Manager, North Africa Middle East, based in London and Commercial Manager Pakistan/Middle East, based in Melbourne Australia. In these roles, Noel had overall responsibility and lead coordination of commercial and legal evaluations, risk assessment, deal structuring, and negotiations of development opportunities (from strategic screening through to opportunity/market capture). Key projects included the offshore Foroozan/Esfandiar oil buy-back project in Iran, Iran LNG; the Iran to Pakistan to India overland gas export pipeline system; positioning for Greenfield and Brownfield projects in Iraq; a major gas integrated project in Libya; commercialization of the Zamzama Gas/Condensate Discovery in Pakistan and the negotiation of the Sales & Purchase Agreements for the same; and with the formulation and implementation of an acquisition strategy to capture gas and oil development projects in the Middle East.
    • from 1996 to 1998 was the Contracts & Negotiations Manager, Australia/Asia, based in Melbourne Australia leading an 8-member multi-functional team with overall responsibility and management of all legal, commercial and negotiations aspects of the Australia/Asia Exploration Asset Team's activities.

    Prior to these roles, Noel held various senior legal positions in the company, with responsibility and management for the legal function based in Vietnam and Melbourne.

    Noel obtained a Master of Laws (LL.M.) at The University of Melbourne in 1987 and a Doctorate of Laws (LL.D) from the University of Malta in 1983 and is today a member of various international energy organisations, including the International Bar Association, The Association of International petroleum Negotiators (AIPN) and the Australian Mining and Petroleum Law Association (AMPLA). He also served as Vice-chairman of the Energy & Natural Resources Committee of the Inter-Pacific Bar Association; and Member of the Petroleum Advisory Board, Centre for Energy and Resources Law, University of Melbourne.
