David McGough has over 30 years of experience in the energy sector with a technical background in chemical and petroleum engineering. David has been a Director of The Energy Contract Company since 2002, providing strategic advice and successfully concluding many transactions, including joint venture, transportation, processing, operating and sales agreements:
- Led the liquids export evaluation team for the redevelopment of a major Norwegian field.
- Established the principles for third party access to an African processing plant.
- Advised the owners of a new North Sea development regarding third party access to existing infrastructure and developed terms with competing infrastructure owners.
- Commercial management role (ongoing) for the Triton FPSO including redevelopment of the operating agreement and providing additional advice to an owner of another FPSO under development.
- Provided development and valuation advice to several UK gas storage developers.
- Provided gas sales advice to an African joint venture.
- Provided strategic & tactical advice and transactional support for a North African development including advice on third party tariffs.
- Provided expert opinion regarding a major North Sea sales agreement dispute.
- Provided strategic advice to a Swiss utility for development of an integrated gas business.
- Undertook a strategic review of a significant NW European producer’s business.
- Led the development of a suite of commercial agreements for 2 separate North Sea development utilising numerous third party services.
Previously as VP Global Gas for BHP Billiton, David was, in particular, responsible for gas business development. This encompassed setting the strategic direction, establishing the commercial foundations and delivering projects to board sanction. In this role, he initiated and led a comprehensive business review and developed the BHP global gas strategy and specific initiatives. LNG and other market opportunities were identified and terminals and markets were pursued, which established the commercial basis for a range of BHP Billiton static gas resources.
David formally had responsibility for the BHP E&P business in Australia with particular focus on Bass Strait and undeveloped assets in WA. As the commercial lead for BHP’s Zam Zama gas field in Pakistan, David worked with the Government and state gas companies to realise the first phase of production in a timely fashion. As VP Gas Commercialisation and Marketing for Hamilton (subsequently BHP), David identified the window of opportunity provided by gas-fired power for the Liverpool Bay discoveries, and secured Board approval for the commercial strategy and fast track development, and negotiated all of the associated agreements. Subsequently, in the same role, the market opportunity for the Johnston field development was identified. A suite of complex agreements executed expeditiously, secured the project in a favourable market. Prior to BHP, in the late 80’s, he developed and gained approval for Mobil’s Southern North Sea gas strategy and led the joint development team and the negotiations for gas sales and transportation.
